I'm guessing this is probably a last name of French origin, in which case the D' stands for "de" ("of"), and Arcy is either a place or the name of an ancestor at some point. It's the same basic idea of the O' in Irish names (O'Leary, O'Shuagnessy), or the Scottish Mc/Mac (McGregor, MacGonagall).
