No, that's just an urban legend
by definition, turning into the opposite gender is a sex change, so no.
The opposite of "turn up" is "turn down." While "turn up" often means to increase the volume, intensity, or to arrive at a location, "turn down" typically refers to decreasing volume or refusing an invitation. The context of the phrase can affect its meaning, but in general, "turn down" serves as the antonym.
of course not. least is just a word that makes word next to it opposite. it does not suddenly turn itself into the opposite of the next word.
It's not an idiom - when you turn 360 degrees you just turn all the way around in a total circle and end up facing the same way."A 180 degree turn" is a phrase you might hear to mean that someone turned around and went in the opposite direction - this is sometimes used to mean a mental "turn" or a character "turn" as well as a physical movement.
The opposite could be accepting, or increasing. It would depend on how you're using the word decline. If you mean to turn down an invitation, then accepting would be the opposite. But, if you're using decline to mean a lessening or diminishment, such as a decline in the population growth rate, then increasing would be the opposite of declining.

Elbow LickingThis is from Guinness World Records: "Elbow Licking. Contrary to popular urban legend, it is quite possible to lick your own elbow. Guinness World Records receives about five claims a day for this and stresses the following point: Being able to lick your own elbow is not, in any sense, a world record. If you're one of the rare few who can lick your elbow, save it for the water cooler." It is possible to lick your own elbow. There is an urban legend that says that it is impossible to kiss your own elbow and if you do, it says you will turn into the opposite sex. Of course this is not true.
no, not at all, if you can kiss your elbow, that is just an unusual talent. the whole kissing your elbow and turning into a boy thing is just a silly myth. its not true at all, don't worry about it!
turn
The rider is likely signaling a left turn. By extending the left arm horizontally and pointing to the right with the wrist and hand, it indicates a turn in the opposite direction.
To reverse. To make something the opposite of what it was
To move or turn in the opposite direction means to go the opposite way from where you were headed or facing. It entails shifting course to face the opposite way or reversing the direction of movement.
