Having briefly worked as a paint mixer at one time, I would say that graphite is consistently darker tones than gray.
It all depends on what color you would like to stand out. If you want more blueish eyes I would say a blue eyeliner and a brown shadow with mascara. If you want green eyes I would say grey eyeliner with purple or pink eyeshadow. If you want them to be gray (which I don't understand why) you would probably chose all black everything... lol.
