Things have changed a little nowdays. These "tabs" are still considered "breeding farms" however:
a) you have to have at least 3 karma points. Considering you start off with 10 this shouldn't be too difficult to accomplish.
b) you have to have at least 60 days of seniority
After you meet this criteria you just go onto one of your horses, scroll down to the bottom of the page where there will be a "tab" that says HORSES WITHOUT A BREEDING FARM. This will be all of your horses as you won't have a breeding farm yet. Hence needing to find out how Anyway then you just click on the little green plus sign on the top right hand corner. If you have all the proper requirements then there should be on-screen instructions.
