No. The skirt is most likely too narrow for a petticoat and would make the skirt of the dress look stretched out and strange; it wouldn't make it look like a ball gown at all. Believe me, I've made the same faux pas before. :)
You couldn't wear a petticoat with a mermaid wedding dress unless it was specifically cut in the shape of the mermaid dress. A petticoat is made to flare out the skirt which you would see in a ball gown or flared tea length gown of the 50's.
Adding a mermaid petticoat willchange the length of a dress. Just like if you were to take a full skirt and hold it out on each side, it will make the dress shorter on the sides and look shorter all the way around. Make sure you choose a dress that has allowances so that the length of the dress is still appropriate. The best shoes for a ball gown type dress are either heels, or sneakers. I had a ball gown type dress for my wedding, and I wore sneakers under it, because nobody saw my shoes. Comfort over style.
