The command to stop is "whoa" which would also mean don't go anywhere too, unless you tell them.
If your horse dies or if your horse walks off you would have to reby your horse. If you are talking about the quest in Markarth then this is a glitch and you can repay yourself using this console command "player.additem 0000000f 1000"
To make a horse walk, you sit lightly in the saddle and squeeze the horse with your calves or heels. You can also add the verbal command ' Walk on' as you signal for the walk.
It depends on what type of horse you have. For example, training a foal to rear on command may be slightly easier than training an older horse to rear on command, as foals pick up things easier. So it all depends on your horse, whether they learn new things quickly, or take longer to learn.
