It is very difficult to not inflict some level of pain to a horse when they have a bit, because the bit relies on pain to make a horse do stuff. If you ever do much more than take the slack out of the reins, you are going to cause the horse some level of discomfort. If you try to pull a horse to the left right or to a stop with the reins, you are going to hurt him, and if you ever yank on the reins in frustration, the amount of pain is unbelieveable, because a horses mouth is so sensitive.
Bits on their own do not hurt horses, but when operated by a human, there has probably for every horse been some time when pain was inflicted on them by the bit.

It is when whips, bits, and spurs are placed in abusive or unexperienced hands that the horse can be hurt. And of course, things that hurt us hurt them, like cuts, bruises, sprains, fractures, scratches, pulled tendons/muscles, etc.

Although many tack catalogs list Hackamores with the bits they are actually nosebands. The hackamore noseband can be made of several different things and that will affect their severity. A bicycle chain hackamore shouldn't be used by anyone. So long as the Hackamore is adjusted properly and used correctly then it's not going to be sever, but used in the wrong way and it can break a horses nasal bones.

Try a bitless bridle. Many horses hate bits, because bits often hurt the horse. It's really hard to use a bit and NOT hurt the horse with it. Most bridles and bits use pain or the threat of pain to make a horse do something. So, I advise getting a bitless bridle and training him instead of going up a bigger, stronger (and therefore more painful) bit.
