First you undo the velcro. Then you place them over the top of the hoof. Then you pull the velcro to the back of the hoof and make sure that you dont get it to tight. Now you know how to put an over reach boot on
A horse will over reach because of the way it's built. There is no way to prevent this as it's based on conformation. The best thing to do would be to buy a pair of over reach boots and some bell boots to prevent injuries.

Yes they can, but keep in mind you'll have to find a way to get the boots over all the feathering on their legs. If you are not showing the horse and don't mind the shaved look, you can shave the hair off. Otherwise you might have to either forgo the boots or find another way to put them on.
