The short answer is... it doesn't at least not originally. The breast collar with a brass heart is actually an issue item to the Dragoons (predecessor to the cavalry). They did not actually use the McClellan Saddle though, they used the Grimsley. In the Civil War, the North converted the 1st and 2nd Dragoons into the 1st and 2nd Cavalry and issued them new gear, the McClellan saddle being part.
