I would day a lion. Simply because they have very sharp teeth and claws. They are built for killing. While a horse just uses violence to defend itself or to secure it's dominance.
The answer is, in fact, the horse. Of course, the answer depends on the particulars of the question. This question is very general and deserves a general answer, that of which would be the horse.

it depends because if a buffalo is afraid of the lion and it's to worried about getting eaten by the lion then the lion is stronger but if the buffalo isn't afraid of the lion, not worried about getting eaten by the lion and charges the lion and the lion runs away from the buffalo herds then the buffalo is stronger.
