The original "dandy" was a fashionable man-about-town in 18C England, dressed in the very latest fashions, being seen in all the right places, etc. It became used with "fine and " to convey successful, happy well-being; or as an expression of approval, possibly ironically: "Well that's all fine and dandy". I think the latter may be more American than British use
