You don't set the purse. As the prestige for the competition increases, the purse amount increases.

The amount of equus available in your competition's kitty is determined by the prestige of the race. To increase the prestige, and therefore the kitty, attract higher skilled horses to run in it.
How is the kitty determined in a competition on Howrse?
It is determined by the "amount of spectators who come to view your race", meaning that the higher skilled the horses who enter are, the more prestige your racer has and bigger the kitty will be.
How can you tell if a competition has over 75 percent prestige on Howrse?
When registering your horse for a competition, you can click on the name of the competition. This brings you to the page of that competition. Near the top of the page is some information about it, including a row of stars. When you roll your cursor over the stars it says the prestige percent of the competition.

What is Hestia's gift?
Hestia's gift is a Black Market Item on a game called Howrse. It cannot be purchased for passes. The only way to get it is to buy cards available in the Howrse store (sometimes) or by buying the game (the race of prestige) also available in the Howrse store. Hestia's Gift is a BM item that you can give to your uni female and you will always get a uni when ever you decide to breed her if the box down below says " cover my mare " ;)
