No any animal can breed at any age of its life
No, that is a good age to breed dogs.
If the mare is too young (for most breeds 3 years is considered the norm for earliest breeding age), very old and debilitated. It is irresponsible to breed low quality animals, and animals that are not in good physical health.

Your horse can be sold as soon as it is born, as long as it doesn't have too poor morale/health/energy.
that would depend on a lot of variables, such as what is your idea of light riding, are you too big for her in height or weight? for instance, if you are too tall for her but not too heavy and the mare is in great condition with nothing wrong there shouldn't be a problem. i ride a 32yo mare who i am too tall for but she still goes without a problem if that's any help.
