Is there a separate fuse for every electric window in the 1999 landcruiser and if there is where are they.

The power window regulator is defective. It is a plastic tape that can be easily replaced.
In the 1999 Jaguar XJ8, the fuse that controls the driver's side window is typically located in the fuse box under the dashboard. Specifically, it is often labeled as "Window" or "Power Window" in the fuse diagram. It’s advisable to consult the owner's manual for the exact location and specification, as fuse configurations can vary. If the driver's side window is not functioning, checking this fuse is a good first step in troubleshooting the issue.

It sounds like there may be an issue with the window regulator or the wiring after replacing the door latch assembly. The window moving down on its own could indicate a short circuit or a faulty switch. Double-check the connections and ensure that the switch is properly installed and functioning. If the problem persists, consider inspecting the regulator for any mechanical issues or replacing the switch if necessary.
