If this is the single blade wiper it's the motor, its gears or related. You probably will need a new one. Rebuilts w/ install you're talking min. $500, maybe $700 depending where you are.
The windshield wiper motor is under the front cowl. After removing the cowl the motor should be easily accessed for replacement.
Take it out with your muscle.

It is under the cowl at the base of the windshield. You will have to remove the wiper arms and the cowl cover to access.

i believe the 1999 - 2006 have a recall on the wiper motor. see your dealer.
remove the cowl & wiper arms (mark location of arms on the windshield). disconnect the battery, Disconnect wire connector at wiper motor & remove the 4 mounting bolts then remove the linkage from motor.
On the firewall,under the hood.It is next to the left of the master cylinder.
This is pretty simple. Just turn on the wipers and stop them while the arm is in the middle of the windshield or there about. Then just change as any other wiper.
