The 2007 Volvo S40 oil filter is a cartridge type filter that drops into a housing. Although I don't have personal experience changing the oil filter on this type of car, I have sold a few recently to do-it-yourselfers who haven't reported any problems changing the filter. If Jiffy Lube said they couldn't do the job, I would guess it was because a) they couldn't find a source of the filter in the first place (i.e., they didn't have it in stock and couldn't find a supplier to deliver to them); b) the oil filter housing cap might require a special size socket/tool that Jiffy Lube didn't have. Assuming they DID already have the correct filter (or you purchased one yourself and brought it in to them), then most likely they didn't have the right tool. On the other hand, the filter itself is relatively hard to find at most parts stores because it's a newer item (and maybe the dealership parts dept. was closed on the weekend) ... so that could be the case as to why Jiffy Lube couldn't do it.
