The Daewoo had NO transponder on any of their vehicles from 1999-2002. Incorrect. The Daewoo Leganza had a transponder option in 2001+, as did the Lanos. The Nubria had a transponder option in 2000+.

The 1999 4runner has a transponder key, a chip embedded in the rubber part of the key that communicates with the car's computer. Any new transponder keys must be introduced to the system using an original key that still works. Your local locksmith or Toyota dealer can help you with this. A non transponder key is good only for unlocking the doors and glove box.
