To add water to the radiator on a new beetle, first remove the lower radiator hose. Then add water to the coolant reservoir.

Well you dont want to add water you want to add a 50/50 mix of water and antifreeze. First fill the radiator to the top with this mixture then with the radiator cap off the radiator start the engine and let it warm up (do not rev the engine) as the engine warms up the level of radiator fluid will get lower keep on adding until it is at the top and you can see the fluid flowing.
