AnswerLook for a black cap on the right side on top of the throttle body. Pop off that cap and there will be a screw under that cap to adjust the idle.

you can adjust it via the idle control valve.
To adjust the idle on a 1992 Cutlass, locate the idle adjustment screw on the throttle body. Start the engine and let it warm up to operating temperature. Using a screwdriver, turn the idle adjustment screw clockwise to increase the idle speed or counterclockwise to decrease it, making small adjustments while monitoring the RPMs. Finally, ensure the idle speed is within the manufacturer’s specifications, typically found in the owner's manual.
