The fuses are to the right of the steering column just inside the grey dash panel - you should see 2 grey 'screws'. turn those and pull it down. The fuses are in front of you. The cigarette lighter is on the far right row, it's a 20amp one (yellow) but i can't remember which possition it is in. There are only a couple of yellow ones in that row so check them both.
Fiat are against smoking and so new fiats are not supplied with cigarette lighters.

There are 2 fuse boxes in a punto, one below the steering wheel and one in the engine bay. The cigarette lighter fuse is in the one under the steering wheel. To open it there are 2 screws that can be simply unscrewed with a coin, use the grey tool (found clipped to a holder) to take out the 20Amp, yellow fuse (Right most fuse on the second to last row) This should all be in your manual ;) Good luck
