To flush the coolant system on a 1998 Renault Laguna 1.8, first ensure the engine is cool and then remove the radiator cap. Drain the old coolant by opening the drain plug at the bottom of the radiator, allowing the fluid to flow into a suitable container. Next, close the drain plug, fill the system with a mixture of water and a cooling system flush product, run the engine until it reaches operating temperature, and then drain it again. Finally, refill the system with fresh coolant and bleed any air from the system by using the bleed valve, if present.
If you see no obvious drain plug, then just remove the lower radiator hose to drain the system.

Assuming you mean "coolant" not water, if there isn't a drain valve on the radiator, remove the lower radiator hose and use a large/wide drain pan to collect the coolant.
