How do you fix a Mini cooper passenger seat that won't adjust except for fully reclined?
Same happened to my mini one. The recliner cable has snapped and still is. Mini dealer says you cant buy the cable, only the complete seat base mechanism which is a rip off. For a small cable you are looking at £120 to buy the seat base. I am looking at doing my own repair but have not got there yet.

This question should be, how to raise and lower rear seats. There is no pull cord for either of the rear seats -- only for the front passenger seat. Each of the rear seats has a knob located on the the top corner. Lift the knob to adjust the seat (lower or raise). that is how mine works.
