Sorry, there isn't a fan belt on any front wheel drive vehicles since the engine sites transversely (side-to-side). If your fan isn't rotating then you likely need eaither the fan thermostatic switch or a new fan motor... Good Luck, br1ght

Yep, facing the car with the hood open it's look on the left kinda under the fan/ac belt. hard to see!!
The 1990 dodge caravan has a transverse mounted engine therefore it doesn't have a fan belt!
Look at it, both sides. If you see cracks or frayed cords it needs replacing.

This is normal. fan runs until temperature senser says it is cool enough.
The fan is electric, not belt driven. The serpentine belt is has a spring loaded tensioner. If the belt is loose, the tensioner has failed.
On my 2000 stratus there is a blackbox above power distribution box. Near pos bat terminal. Its unmarked but has hi n low fan. Starter n shutdown relays in there
The belt has an automatic spring tensioner and can not be "tightened".
