Sounds like you need to replace the outside door handles. There is a piviot section that wears &/or breaks stopping the outside handle catching the locking mechanism. It is a bit fiddly, but after the first one they become easier. I have had to replace both rear handles on my 84 & 88 town cars - both use the same handle. Also check to see if the child safety lever has been enacted,it is located near the latch on the door.

The rod on the door handle has an adjustment. Remove the door handle and adjust the rod so it pushes the locking device further.

yes Not from the outside!!! If you have a sedan and the child safety latch is on, you won't be able to open the back door from the inside even if is unlocked. Otherwise, all doors can be opened, by pulling the handles from the inside, when they are locked. Of course, you won't be able to open them from the outside while locked, unless you have the key, or the remote! No matter the position of the child safety latch, it is not possible to open the back doors from inside when it is locked. That mechanical auto unlock feature is only for front doors.

I do not see how it could protect you anymore that it coud hurt you. Infact I would say having your door unlocked would be better. This way if you are physically unable to open the door yourself then people on the outside could. The idea of locking vehicle doors, is to protect you from other people, not collisions. Some cars lock the doors for you, as soon as you move and only unlock the drivers door when you use a short press on the remote control keyfob. There have been a spate of crimes where 'scumbags', leap into the passenger side of single females shopping, or stationary at a traffic junction.
