A Mercedes 190e doesn't have a carburetor. They are fuel injected.
On the 1993 Mercedes 190E, the fuel cap release is located inside the vehicle, typically on the driver's side. Look for a small lever or pull tab near the driver's seat, often near the door or on the floor. Pulling this lever will release the fuel door on the outside of the car, allowing you to access the fuel cap.

There is no such thing as a 1998 190E, BTW - It was replaced by the C-class in 1993... On my Mercedes (1984) there is no cap lock, when you lock or unlock the doors, the gas latch (door) is locked or unlocked automatically.

Yes there is an inline fuel filter on the 190e 2.3 Mercedes Benz which is located under the passenger side of the car in front of the rear axle in the same container as the fuel pump.
