If yes can happened the metal cable come out from under the switch or you have to follow the cable and you find where the water heater switch in the engine water system and you disconnect the cable and try to open or close with hand if is work check the cable not broken or stuck. Most of the time the water switch stuck or the cable come out under the switch from the dashboard side or on the waterline side.
