This is the easiest way. You don't have to take off the bumper like other websites tell you. Use a wide blade scraper and gently pry off the grille cover, start at the top edges near the corner area and work your away around the top. The main lips to the grille cover are at the bottom, so pry the top away first.
Once you remove the grille cover, look inside at the top of the hood. You will see three cap nuts that attach the hood hook to the hood. Using a #10 open end wrench (preferably a longer wrench). Two the the caps are easy to get to but the third one in the back is a little tighter and that's why you need a longer wrench.
Remove those three nuts and your hood will open. Then you can make the necessary cable adjustments/repairs as needed.

It's part of the latch assembly, when the hood is open you can see it.
There is a screwdriver slot behind the grill that will operate the hood latch. Look for it on the driver's side.

my latch is broken on my Honda and all i did was put a bungy cord thru the loop in the hood and pull it to the tow hitch on the bottom of the car and it works fine
I opened my hood with the latch and when I went ot close it the latch no longer works. Is ther some way I can close and secure my hood shut?
i would probably use a screwdriver to nudge where the latch used to be to pop it open
Take the grill out and remove the bolts holding the latch on.
The only way i can think of would be to remove your bumper so you can get to the latch, and either unbolt the latch from the core support or unbolt it from the hood...
