In the tail shaft housing. you have to remove the drive shaft and the tail shaft housing to get to it.
The headlight adjustment for the 1989 F150 2WD is below the actual headlight. You will need to pull the tab at the top of the headlight up to release the headlight and then you can adjust the angle of the light with the long bolt below the housing.
Figured it out... Remove plastic trim from on top of radiator support. Remove grill. Remove battery & light sockets. remove 4 bolts... remove headlight assembly. Cheers
you have to remove to entire headlight assembly 2 screws on top and 2 nuts on the backside of assembly that go through metal panel

Raise the hood, look a the top rear part of the headlight, you'll see two upside down "L" shaped handles that run down the backside of the headlight housing. Carefully pull up on both of them, they have holes in them that hold posts on the housing backside when pushed down. When pulled up, they release the posts and the housing can be pulled out from the front of the grill. After they are out, the plug can be taken off by releasing the tabs.
