Place a flat head screw driver in the front of the lens cover (towards front of car) and push the lens cover towards the rear. It should come off of the bumber but stil be attached by wires. From there, you'll be able to pull it far enough away from the vehicle and then twist the bulb assembly (can't remember if it's right or left). You will now see the bulb and can just pull it straight out. Brad

To replace the headlight ballast on a 2003 Saab 9-3, first, disconnect the car battery to ensure safety. Next, remove the headlight assembly by unscrewing the necessary bolts and gently pulling it out. Locate the ballast, disconnect the wiring harness, and unfasten it from the assembly. Install the new ballast by reversing the steps, securing it properly, and reconnecting the battery.
There are two ways you can do this. You can remove the black strip that runs in the center of the bumper by just "popping it out" (which is what I did) by putting a towel on the paint finish to not scratch it and used a screwdriver to pop it out. Or you can push the actual lens cover back towards the tire and it would just pop right out. It took me less that 5 minutes to replace. To me, the safest way was removing the black strip. Good Luck!
