Push in the end of the turn signal lever, until you see the time displayed on the dashboard, under the speedometer. Then turn the right knob left or right, until it shows the time you want. To end, push in the turn signal lever again.
Set the on board computer to 'clock'. Turn the pin to the right of the odometer display clockwise to advance time, counter clockwise to set time back. There is a small rubber knob on the pin for grip.

Got it -- start the car. press the turn signal button in to change from miles/temp to time. You may have to press it a couple of times. When you have the clock displayed, turn the knob (the right hand one next to tach on the instrument cluster) towards the passenger window. This will change the time.

The clock on a 2004 Civic can be set using the preset buttons. Hold down the scan button on the radio and it will allow the clock to be adjusted.
On the gauge cluster, there are 2 knobs. Twist the right one to the right.

Has the car got the on board computer with the screen and the clock on the right of the screen? If so I'm pretty sure you hold down the clock button and use the 1000, 100, 10, 1 buttons to set it. Ignition might need to be on.
