There is no separate control for the headlight wipers.
Depending on the year, the washer works several different ways.
If it's new, you just need to hold the washer for an additional few seconds and they will engage then. If you have an older model, they will work either every 3rd time you use the windshield washer, ( I've also read every 5th time ),or they have a small reflective square at the bottom of the light and if light reflects back, they will engage.
I've also read that the headlights needed to be on for them to work.

Your headlight wipers should come on when you spray your windshield washer fluid.
To turn on the headlight wipers on a Volvo S80, first ensure that the headlights are activated. Then, pull the wiper stalk towards you (the same stalk used for the windshield wipers) to activate the headlight wipers. They will operate in conjunction with the windshield wipers when the headlights are on and conditions require cleaning. If the headlight wipers do not activate, check that the wiper system is functioning correctly and that the wiper fluid reservoir is filled.
I have a '92 500 seL & the headlight wipers go on when you use the windshield washers.Have someone check for you.....
Wipers on headlights engage when wiper on windshield engages.
lights must be on first off....then when your normal wiper is on push in the washer fluid control....the headlight wipers should come on then...there is no seperate controller for them

I believe that normally headlight wipers only work occasionally, at set intervals when the car thinks that they may be dirty.
They come on when you turn on the windshield washer, but only when the headlights are turned on.

There is a short in the wiring block behind the driver's side front headlight.
You can access the low beam headlight bulb from the engine compartment. Push the bulb holder in and turn. The bulb will come out.
To adjust the headlights on a 2003 Volvo S60, park the vehicle on a level surface about 25 feet from a wall. Measure the height of the headlight beams from the ground and mark this height on the wall. Use a screwdriver to turn the adjustment screws located on the back of the headlight assembly, adjusting until the beam's cut-off aligns with the marked height on the wall. Make sure to check both high and low beams for proper alignment.
