Make sure the front seats are moved all the way forward. There is no locks or any thing for the bottom seat as it just sits in a real tight area. Push up from the front edge of the seat and lift, then you should be able to pull it towards the front and pull it out either side of the car. It takes practice and is a pain to put back in until you do it a few times. There's a lip that the front bottom edge goes in so you have to push it hard backwards to get it over the lip to put back in.

i own a 1973 super beetle and when i bought it i had the same problem. we fixed it by replacing the speedometer cable on it. the cable runs from the front, driver-side tire and goes in to the back of the gauge it gets a little tough unless you have tiny hands but that fixed it for me.
Open the hood, at the far back of the front trunk is a black plastic panel held in place by two knurled thumbscrews at the bottom. Remove these thumbscrews and pull the panel out, angling it out at the bottom first. This exposes the back of the dashboard and all the dash wiring.
