After you turn the key, you have to push in the trunk button (the key is in), that should open it up.
My 1998 Lexus LS400 has a small lever to pull that releases the trunk. The lever is on the left side of the dash about 8 to 10" from the door.This lever can be locked with the key, so that the trunk cannot be accessed without unlocking the lever with the key. Note that the Valet Key cannot be used to unlock this lever. Note that the gas fill door release is to the left of the trunk release lever.

The buttons are on the side of the seat. On the passenger side there is a lever to recline the pass seat all the way. I cannot remember if the drivers has that lever. Just got rid of mine Kathy
there is a lever on the left hand side of the drivers side - its up the the corner - its quite hard to see it - you have to catch it up and pull it back

Check if there is a trunk release lever on the left side of the drivers seat by the gas door release lever.

1.sit in car, shut door.Turn on ignition till dash lights come on but don't start engine! 2. Push lever to lock door, pull lever to unlock. Push lever to lock door, pull lever to unlock. Push lever to lock door, pull lever to unlock. 3.Turn off ignition 4. Repeat 2 but with ignition OFF 5. Turn on ignition - should hear a beep 6. Lock door again as in 2 BUT ONLY ONCE - final beep should be heard 7. Done!
I would suspect that your lock mechanism is worn, so that when you double click the remote unlock the lever does not engage properly. A decent mechanic should be able to order the parts and fix this in a day or so.
The lever is on the left side of the drivers seat. Push down at the front of the lever; if you pull up, it will open the trunk
