The High side switch has shorted in the Security/Locking Module. Purchase a BTS428L2/TO252-5 switch from Digikey.com, about $4. Get a TV repair guy to solder a new one on for about $50.

Jaguar use low current wiring in their looms. The lights are switched via relays at the back of the car. Behind the boot (trunk) trim on the passenger side is a relay box. The brake light relay will be faulty or the relay base will have a short circuit across it.
Check the brake light switch adjustment.

To replace the master cylinder on a 1991 Jaguar Vanden Plas, first, ensure the vehicle is safely elevated and secure. Disconnect the battery, then remove the brake fluid reservoir cap and the brake lines from the master cylinder, taking care to catch any fluid. Unbolt the old master cylinder from the brake booster, replace it with the new unit, and reattach the brake lines and reservoir. Finally, bleed the brake system to remove any air and reconnect the battery before testing the brakes.

their is a fuse box on the left kick pannel, and right kick pannel and center consel, my bet is left pannel for brake
This is usually a grounding problem. Either an insufficient ground to the assy or a positive to ground problem. As you mention the brake lights work with the lights off, it will probably be related to a problem with the "running lights" system. As you mention only a problem with the passenger rear, I would check for a poor ground related to that light assy or possibly one of the bulbs' internal filaments in that assy touching each other. Or possibly a socket failure at that assy. Good Luck
Open the front passenger door and the fuse panel is in the side of the passenger seat.
Perhaps fixing the ground wire for the passenger side on the 2000 Chevy S-10 will require that the driver's side ground wire also be fixed in order to have the brake lights work properly. There has to be a short somewhere in the wiring for the lights to go off.
