On a 1974 Super Beetle, the fuel line runs from the fuel tank located in the front of the car, along the body, and down to the engine compartment at the rear. The beetle is a fuel efficient car. 25 in the city and 32 on the highway makes is fuel efficient.
Remove the line that goes to the Carb. Carefully crank the engine over and see it fuel is being pumped. Just because the pump is new doesn't mean it was installed correctly.
