The signal relay is attached to the emergency flasher on the center of the dash. Gently pry out the flasher and the relay is attached at the rear.

You will see a relay marked with the number 173. Coming out of the back of this relay is a plain yellow wire. Trace this wire and you will find a small connector. YES DEPENDING ON WHAT MODEL THE 99 JETTA IS. THE LUG PATTERN IS THE SAME BUT THE OFFSET MIGHT BE DIFFERENT. A VW DEALERSHIP SHOULD BE ABLE TO TELL YOU WHAT THE OFFSET OF YOUR 99 AND YOUR 05.
There are no relays for cigarette lighters, just fuses. check the cabin fuse panel for a fuse marked cig.
