No, you dont need to take out the whole assembly. Here's how to do it:
1. Unclip the plastic protective cup from the back of lamp holder.
2. Pull off the electrical connector.
3. With your fingers, grip the plastic surround that holds the lamp and rotate the entire thing counter-clockwise (if you're standing in front of the car that would be to your right). It will click and rotate about half an inch.
4. Now the bulb will pull easily out of the socket.

You need a 10MM socket. Open the hood, there are two bolts and a bracket that secure the headlamp. You remove the bolts and the headlamp comes out to access the bulbs.
Open the hood, remove the pins holding the headlamp assembly, remove headlamp assembly, now you can reach in and remove the day time bulb socket assembly to replace the bulb. Repeat procedure on other side.

Remove grille, and four screws from headlamp assembly. Pull the headlamp assembly forward to access the bulbs. Twist the bulb and lock ring counter-clockwise, pull out bulb. Don't mix high and low beam bulbs and DON'T touch the new bulbs with bare hands. Use rubbing alcohol to clean bulb and a clean cloth to install new bulb.
Open the hood. There are three hex head bolts that hold each headlamp to the van. Remove each bolt and gently pull headlamp out from grill using the small handle-like grip. The headlamp will remain connected to the van with the lightbulb socket. Twist the collar away from the bulb then pull the bulb assembly out of the headlamp. Replace bulbs and reassemble components.

I have a 1999 Forester, but I imagine the 2003 is similar in this regard. You don't actually need to remove the headlamp to replace the bulb. On my car, I unplug the wire from the bulb at the back of the headlamp, remove the large rubber piece around the back of the bulb, unclip the clips that hold the bulb in place, remove and replace. What you'll need:Screwdriver or Pliers - for the rivets holding the plastic cover1/2 inch Socket WrenchFlashlightSmall mirror - Helpful to see how to line up the bulb and socket in the bumper. Remove the black plastic cover over the headlamp assembly. It is held on by a few plastic "rivets." Be careful not to break them (I did). Remove the two 1/2 inch bolts holding the headlamp assembly frame. Lift or slide the headlamp assembly forward. Then, you will have access to the back of the turn signal lamp next to the headlamp and the lamp below in the bumper. The bulb in the bumper is actually on the bottom of the assembly. Both bulbs can be removed with a 1/4 turn.
Remove the gille. Remove the four screws from the headlamp assembly. Pull the headlamp assembly forward to access to the bulbs. Unplug the electrical connector. Twist the bulb and lock ring counterclockwise, and pull the bulb and holder assembly out of the headlamp assembly. Installation is the reverse of removal.
