It is the fuse box in the Rear load space on the Right hand side as you look into the load space. The Fuse can be identified from the Fuse box cover!

Its in the glove compartment, you have to pull the hingers on each side, and then it will be found behind the glove box of the passenger side.
A cigarette lighter on a Rover 75 is held on using prongs on the side of the lighter. To remove it pull the prongs inside the lighter and pull is off. Be sure to remove the wiring from the rear.

Where's the fuse that runs electric mirrors
Take out the dash panel with the cigarette lighter space (that has a push-out disc in) Ferret round with your finger and you will find (usually left of centre and above) short wires with two spade connector sockets. These are for attachment to your cig. lighter. If you lighter is from Rover (Ah! the good old days) just push in the spade connectors and re-assemble the panel. If it is not a genuine spare attach two spade end to your wires and use them to connect as before. Hope this helps. Bob Fretwell (Spain)
