There is no rear fluid reservoir. The fluid is pumped from the reservoir under the hood that feeds the windshield washers.

The Toyota Highlander rear wiper blade is held in place by two retaining clips. Remove the retaining clips and the wiper blade will slide out.

My 2003 Sienna has one tank that is for the front and rear window. You might have a problem with your pump or something else. Does your front wiper work?

As of the 2011 model year, the Toyota Highlander Limited takes a fairly specialized 12" wiper blade. See sources and related links below to lookup Highlander rear wiper information by vehicle year. Once you have the correct rear wiper, it is a very easy task.

Not exactly sure what you mean by covers. Some people will go to Toyota and pay a little extra for rubber refill inserts that slide into the Toyota wiper blade frame. Most people just replace the entire wiper blade assembly with aftermarket wiper blades. The 2008 Toyota Highlander has "hook-end" front wiper arms and a "roc lock 2" rear wiper arm. Also, if you purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Very simple.
This light indicates that the car is low on wiper fluid. To refill the wiper fluid resovuoir pop the hood and pour washer fluid in the clear tank. Note: not all cars have a wiper fluid warning light since not having any wiper fluid isn't a big deal.
