The only splash shield I know of is under the engine. It stretches from under the radiator to the part of the frame that also hold the engine mounts. It protects the engine from water splashing up into the engine compartment. If you dont see one, it was probably removed by another mechanic/owners.

On a 1995 Chevrolet Corsica, the starter is located on the underside of the engine, mounted to the transmission bell housing. It is positioned on the driver's side of the vehicle, near the firewall. To access it, you may need to lift the vehicle and remove the protective splash shield if equipped. Be sure to disconnect the battery before attempting any repairs.
On a 1995 corvette the oil filter is located behind a shield at the bottom of the engine that looks to be held on by 4 bolts. This shield must be removed to locate the oil filter which will be obvious and located to the left side of the engine.
Remove the right wheel, then get down underneath it, remove the splash shield, back off the adjuster, remove the belt, and unbolt it.
Its under the intake, turn the steering wheel all the way to the left and lift the car on the pass side, then you can reach it where the axle comes out, you may have to pull out the plastic splash shield depending on your arm and hand size.
there is a few screws in between the headlights under the hood and clips go into the fenders. that's basically it besides removing the splash shield!

The air compressor for the shocks is located under a plastic shield on the left side of the car in the front bolted on to the frame
