On the 2002, mine is under the ashtray. Simply lift up and out the whole ashtray and there it is

On my 2004 Megane (II) it is located underneath the cigarette lighter port. Pull off plastic cover of this "coin-tray compartment" and you will expose the diagnostic port.
Directly in front of the ciggy lighter is a plastic blanked off cover the port is behind that.
