Most if not all domestic and foreign automobiles sold in the US have an OBD-II connector in the area under the steering wheel on the driver's side. The connector is required by Federal law. There is normally a small plastic cover that is opened to reveal the OBD-II connector. This connector is used by motor vehivle inspectors when your car receives its state inspection. For example, both my US sold Mercedes Benzs (2001 C class and 1998 SLK) have the OBD-II connectors just under and to the left of the steering wheel.

Specifically on the C70, the connector is in the center console, under the arm rest, under a plastic cover marked OBD.

The OBDII in my 1998 S70 is under a cover in the front of the center console. The cover has OBDII written on it.
