It is located with the fuel pump under the drivers side of the car. It rests on a plate that also has the fuel pump attached to it. Undo the bolts holding the plate to the bottom of the car and you will see that it is very easy to replace.

The 1988 Volvo 244 utilized the Bosch LH 2.2 Jetronic fuel injection system. There are two fuel pumps; a lift pump to which you refer is mounted inside the gasoline tank. There is a second, high pressure pump under the car next to the gasoline filter. To remove the tank pump, you remove the "bung" which also has the fuel sender connected to it.
