On a 2004 VW Beetle, the fuel release latch is located inside the vehicle, to the left of the driver's seat. It is typically a small lever or button situated near the door sill. Pulling this latch will unlock the fuel filler door, allowing you to access the gas tank. Make sure the car is turned off before attempting to refuel.

Its a pull handle located on the passenger side mounted on the inside fender.
I have found that on the diesel once you put fuel in the tank, you then have to put fuel in the fuel filter on the passenger side of the engine compartment. Once you do that then you can try to start the beetle. once it starts after a few tries you might want to open the drain cock on the bottom of the fuel filter to get all the air out of the line. This is how I did it. and it work for me.
