The heater valve is located under the leaf trap. Open the hood, and remove the plastic grille which sits on either side of the windshield wiper. Valve is on the passenger side and has a red vacuum pipe coming out of it.
See if it holds vacuum.

There is not one. The Heater core has Full flow all the time.

The heater control valve is used to shut off hot coolant from entering the core when the heater is in the off position. A heater control valve can be actuated by either a vacuum line or a cable from the vacuum heater control valve to the heater core. This hose should be warm; if not the heater control valve is stuck and needs to be replaced

To change the heater control valve in a 1990 Oldsmobile 98, first, ensure the engine is cool and disconnect the battery. Locate the valve, typically near the firewall on the passenger side, and remove the hoses connected to it by loosening the clamps. Unscrew the mounting bolts to remove the old valve, then install the new valve in reverse order, making sure the hoses are securely attached. Finally, reconnect the battery and check for any leaks after starting the engine.
