All seriousness aside, the latch is in fact under the hood, but the lever to actuate the latch may be in one of several places. On an old "classic" VW Beetle, the lever is located in the glove box on the passenger side of the dash board.

as long as you can get the latches in the back of the hood to match up as well and the hood latch in the front you should be good.

Once the hood is released, there's a second latch that has to be moved by hand. Look through the space between the hood and the grille and look for a latch that can be moved. Then lift the hood.
There is a latch underneath the dash on the left side that you have to release. On the outside of the car, lift up slightly on the hood to find the other latch.

To fix a hood latch on a 2003 VW Jetta that is stuck shut, the car should be put up on a hoist. A long pole will be needed to then trip the hood latch. Then the cable can be repaired and the car lowered.
After pulling the inside hood release, pry open the hood slightly with you fingers and directly above the VW symbol, below the lip of the hood is your latch release. if it's not visible or broken, you'll nee a needle nose pliers to grab the stem and pull towards you while lifting the hood at the same time. hope this helps.
