On most models it is mounted in the center of the dash under the main fuse panel which is located under where the cb sets. At least that is where it is in my truck.

The connector for changing the tailght bulb is only accessable when the tail light module is removed from the truck. Take the screws holding the light onto the truck out, and the module can be pulled out to where the lamp can be changed. Drop the tailgate to access the two screws

Daytime running light module may be the problem
You need the Volvo software and a control module or laptop computer which is compatible with the motor's electronic engine controls. Note that modifying the settings on a commercial/heavy goods vehicle carries many potential consequences. Some countries mandate the speed such vehicles must be set at, and altering those settings might be a criminal act.
