The hazard relay is the turn signal relay as well. The grinding noise is actually the relay buzzing trying to engage. Mine made the noise occasionally and now the turn signals do not Work at all. TIME TO REPLACE THE RELAY.

The 2000 Chevy Cavalier turn signal flasher relay switch is located beneath the drivers side dashboard. The turn signal flasher relay switch will be above the accelerator pedal.

There is no relay, but there is a turn signal flasher on left side of dash by junction block. Junction block is behind left side of dash.
If your hazards still work, most likely your turn signal relay needs to be replaced.
