It tell you what the outside temperature is, and if you have a ambiant temperature guage with a sender on the bummper then this will tell you the temperature of the road surface so that you know if its forming black ice or icy road conditions.

The outside temperature affects the body temperature because it the body temperature will try to regulate itself. For example, if the temperature outside is cold, the body will generate heat as much as possible to maintain a core temperature.
Temperature will not damage unit. If a/c is needed during periods of low ambient temperatures controls should be added. The added controls will simulate normal temperatures by cycling or modulating the condenser fan motor to maintain proper condensing pressure/ temperature, etc. These are common on equipment, server and cellular site equipment where the a/c load exists even when it is -40 outside. lc
The outside temperature sensor is located on the front left side of the vehicle in the lower bumper area. There is a small hole in the bumper where the sensor simply sticks thru the hole and is held in place by a small, raised rubber ring around the end of the sensor. Should the sensor fall out of it's normal place, the temperature will not be correct as it is affected by engine heat.
