If this can help you, then great! We have a 2004 highlander, and when I had to deal with brake light problems, I had to use the manual. In short there are relays located within a plastic box in the engine compartment, and there is another set of regular square type fuses located under the dash above the parking brake pedal. However, that one is hard to get at and to see, one would almost have to be a gymnast (contortionist)! good luck! If your Highlander has a coin tray on the left side of the dash, open it and then squeeze the sides to allow you to pull it all the way out (it hinges on the bottom and pops off easily. The back side of the coin tray has a list of what each fuse position is. With the coin tray removed, you can easily access the fuses in the fuse block.
